The Vice-Chancellor is the Chief Executive Officer of the University and thus he/she is the chief academic and administrative officer, and has responsibility for the development and implementation of institutional strategy and delivery. He/she is supported in this role by the Pro-VC(s) who leads on academic and research strategy and delivery; the Treasurer who leads on financial strategy and affairs; and the Registrar who leads on administrative and commercial strategy and delivery.

However, as with all such structures, the informal lines of decision making and the sharing of responsibility for planning and strategy flatten the hierarchy. Institutional level decisions are initially made by a group comprising senior academics, administrators, and the representatives of the students and their guardians.
